Two Senior Manager Opportunities: HIV, TB and STI Delivery

CIFF is recruiting two Senior Managers to help shape where and how we invest across HIV, TB and STIs. These are influential roles in a portfolio that spans new products, country delivery, health systems, financing and global partnerships. The successful candidates will lead regional portfolios, manage complex grants and help CIFF make sharper choices about how its capital, networks and influence can deliver measurable impact in high-burden settings.
The roles are deliberately similar in their delivery and portfolio leadership responsibilities, but each brings a different sub-speciality. The application questions will ask if you want to be considered for Role 1: Delivery, Policy and Advocacy, Role 2: Delivery and Programme Intelligence, or both roles.
Across both roles, the successful candidates will combine strong HIV, TB and/or STI technical expertise with practical delivery judgement, grant leadership and the ability to build trusted relationships across governments, partners and funders. The key difference is the specialist lens each role brings to the portfolio:
ROLE 1: Manager, HIV / TB Delivery, Policy and Advocacy
This role is suited to someone with substantial in-country health programme delivery experience, combined with strong policy, advocacy and government engagement expertise. The distinctive focus is converting evidence and delivery learning into the policy decisions, financing commitments and implementation pathways needed for country-owned scale-up.
You will work closely with ministries of health, national disease programmes, community and civil society partners, donors, technical agencies and implementers to strengthen adoption pathways for priority interventions including long-acting PrEP, TB diagnostics, STI services and integrated HIV/SRHR delivery models.
We are looking for someone who has:
- Led health programmes and partnerships in low- and middle-income countries.
- Worked closely with governments, ministries and national disease programmes.
- Influenced policy, guideline adoption, political commitment and implementation.
- Strong political judgement and experience of advocacy or coalition building.
ROLE 2: Manager, HIV / TB Delivery and Programme Intelligence
This role is suited to someone with strong data, evaluation and analytical expertise, combined with practical country and regional programme delivery experience. The distinctive focus is using data, evidence and creative analytical judgement to identify what is working, where delivery should adapt and where catalytic investment can generate the greatest impact.
You will work with ministries of health, delivery partners, evaluation specialists, modelling partners and programme analytics colleagues to strengthen the team’s data and learning agenda, impact frameworks and evaluation approaches, using epidemiological, programme, financial and economic evidence to guide decisions on delivery design, grant performance, scale-up, course correction and investment prioritisation.
We are looking for someone who has:
- Strong data, public health, epidemiology, evaluation or programme intelligence expertise.
- Experience developing impact frameworks, theories of change and evaluation approaches.
- Used evidence, modelling, cost-effectiveness or value-for-money analysis to inform investment decisions.
- The ability to interrogate data quality, interpret complex analysis and turn findings into clear, practical recommendations.
Across both roles
Across both roles, we are looking for senior, practical problem-solvers who can operate across strategy and delivery: people who can make sound judgements with imperfect information, manage complex partner relationships, and keep a clear line of sight from investment decisions to real-world health impact. Both roles will help CIFF use its funding, partnerships and influence in ways that strengthen country-owned responses across HIV, TB, STIs and integrated SRHR delivery.
CIFF operates a hybrid work policy across all locations, which means employees work in the office and some of the time from home. We are happy to provide more information on this as part of the recruitment process.
Alongside a competitive salary, starting at £82,000 , we offer a generous benefits package here at CIFF that includes, but is not limited to the following.
- Annual leave - 25 days per annum. Increasing by 1 day after each year of service to a maximum of 30 days.
