JOB TITLE: Programme Policy Officer, AAP

UNIT/DIVISION: Gender, Protection & Inclusion (GPI) – Accountability to Affected People

DURATION: 3 months, starting in September/October

REPORTING LINE: The CST II will report to Sherifa Said, Programme Policy Officer for Crisis Response in Egypt CO and to Andrea Breslin, Global Lead Protection and AAP (GPI GHQ).

The Gender, Protection and Inclusion (GPI) Unit is part of WFP’s Global HQ structure and brings together several workstreams: Digital Financial Inclusion, Disability Inclusion, Gender Equality and Women Empowerment, and Protection and Accountability to Affected People. Through this structure, the GPI Unit provides strategic guidance, normative support, technical assistance and corporate tools to Country Offices and field operations, working closely with relevant headquarters functions and geographically based Global HQ teams.

Job Purpose:

The incumbent will sit with the Protection and Accountability to Affected People (AAP) Team in the Gender, Protection and Inclusion Service. Under the supervision of the Protection and Accountability Lead, the Programme Policy Officer, AAP will provide time-bound technical and coordination support over a three-month period to advance priority AAP deliverables and ensure progress against commitments made through the Protection and Accountability Policy (2020). The incumbent will work closely with country offices, GHQ (regional offices and Rome-based GPI team) and key headquarters stakeholders to support more coherent, evidence-informed and practical approaches to AAP across WFP operations.

The role is expected to allocate approximately 50 percent of the time to direct support to the Egypt Country Office and 50 percent to Global HQ priorities. As part of the dedicated support to the Egypt Country Office (CO), the Programme Policy Officer, AAP will provide technical assistance and coordination support to strengthen the integration and operationalization of Accountability to Affected People (AAP) strategy across all activities in the programmes and to partners. The Policy Officer will also build internal capacity of WFP Egypt staff on AAP and provide relevant strategic guidance on potential areas of external engagement with partners.

Accountabilities:

Global Accountability to Affected People stocktaking and analysis

• Conduct a comprehensive review of WFP’s AAP architecture and practice since November 2020 (adoption of current Protection and Accountability Policy).
• Assess the performance and implementation of the Community Engagement for AAP Strategy(2021-2026).
• Determine the effectiveness of current community engagement practice at country office level and the approach to the development and implementation of Community Engagement Action Plans.
• Analyze the extent to which existing AAP approaches contribute to organizational commitments and programme quality.
• Develop a concise institutional picture of current AAP practice, identifying strengths, weaknesses, and areas for improvement.
• Provide actionable recommendations for strengthening coherence, institutionalization, and strategic direction for AAP in WFP’s operations from 2027 onwards

Support to Egypt Country Office priorities

• Identify/recommend strategic engagement opportunities with WFP Egypt partners to advance AAP collaboration.
• Support the Egypt CO in reviewing, strengthening, and implementing its AAP action plan, ensuring alignment with WFP's Protection and Accountability Policy (2020), Corporate Results Framework, and relevant organizational guidance.
• Provide technical advice to programme, monitoring, partnerships, and field teams on the integration of AAP principles across programme design, implementation, monitoring, and evaluation processes.
• Strengthen community engagement approaches by supporting the development and implementation of inclusive participation and consultation mechanisms that enable affected populations to influence programme decisions.
• Provide guidance on integrating AAP considerations into programme monitoring, field visits, partner oversight, and reporting processes.
• Support the documentation of lessons learned, good practices, case studies, and evidence generated through AAP implementation in Egypt, contributing to organizational learning and knowledge sharing

Required Minimum Qualifications

Education:

Advanced University degree in International Affairs, Humanitarian Action, Human Rights, Economics, Nutrition/Health, Social Sciences or other field relevant to humanitarian and international

development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

At least 6 years of relevant experience, including at the field level, in Accountability to Affected People (AAP), Community Feedback Mechanisms (CFM), community engagement,

participation, complaints and feedback systems, protection, or related areas of work.

Knowledge & Skills Required:

• Strong familiarity with Accountability to Affected People;
• Written clarity, including ability to analyse complex concepts and synthetize information is required;
• Hands on experience in developing an analysis plan and carrying out qualitative and mixed method
• data collection, analysis and reporting that supports decision making at the design, adaptation or targeting phase of the programme cycle;
• Experience in assessment and analysis of AAP approaches.

Desirable

• Familiarity with WFP’s programmatic approaches and cross-cutting priorities (Gender, Disability Inclusion, Protection, , among other topics) is desirable;
• Experience in emergency operations is desirable;
• Required competencies: teamwork, action management, innovation, flexibility, partnerships,
• client orientation, strong analytical and writing skills, ability to work independently, interacting with technical and non-technical internal and external stakeholders including decision-makers.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language with a preference for Arabic, French, and Spanish.
