Project Context and Scope

The consultancy will be carried out within the framework of an IOM project aimed at strengthening gender-responsive approaches in migration and border management processes through enhanced institutional capacities and operational procedures in the aviation sector and at Border Crossing Points (BCPs). The assignment contributes to IOM's efforts to promote gender mainstreaming in line with international standards and good practices, including relevant International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

Within this consultancy, the following activities will be supported:

In coordination with IOM, provide technical support for the development, review and refinement of Gender-Responsive Standard Operating Procedures (SOPs) applicable to Border Crossing Points (BCPs);

Conduct research and analysis of relevant ICAO Standards and Recommended Practices (SARPs), national frameworks and international good practices related to gender mainstreaming in aviation and border management;

Support stakeholder consultations and coordination activities related to the development and validation of Gender-Responsive SOPs;

In coordination with IOM, support the planning, organization and implementation of project events, workshops, consultations and other capacity-building activities;

Assist in the preparation of reports, presentations, meeting materials and other documentation required for effective project implementation;

Provide substantive and administrative support to IOM in the implementation of project activities related to gender mainstreaming in aviation.

Deliverables

Conduct a desk review of relevant ICAO Standards and Recommended Practices (SARPs), national regulatory frameworks, and international good practices related to gender mainstreaming in aviation and Border Crossing Point (BCP) operations.

Provide technical support for the development, review, and refinement of Gender-Responsive Standard Operating Procedures (SOPs) for BCP-based agencies, in close consultation with IOM and relevant stakeholders.

Prepare and submit a draft Gender-Responsive SOP document for review and feedback by IOM and relevant national counterparts.

Support the planning, coordination, organization, and implementation of two IOM project events, including consultations, workshops, trainings, or stakeholder engagement activities, as applicable.

Prepare meeting records, presentations, briefing materials, and other documentation required for the effective implementation of project activities.

Participate, as required, in coordination meetings and consultations with IOM Kazakhstan, government counterparts, and other relevant stakeholders.

Revise the draft SOPs based on comments received from IOM and relevant stakeholders and submit the finalized version to IOM.

Submit a final consultancy report summarizing activities undertaken, outputs delivered, key findings, recommendations, and results achieved during the consultancy period.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in aviation management, Aviation Security, Air Transport Management, Gender Studies, International Relations, Public Administration, Social Sciences or a related field from an accredited academic institution.
  • At least one year of professional experience in the aviation sector, ICAO-related activities, or aviation industry institutions.
  • Experience in supporting the development, review, or implementation of policies, guidelines, procedures, or Standard Operating Procedures (SOPs) is desirable.
  • Experience in organizing or supporting trainings, workshops, consultations, or stakeholder engagement activities is an advantage.
  • Knowledge of ICAO Standards and Recommended Practices (SARPs), including gender mainstreaming considerations in aviation.
