About Scrumconnect Consulting

Scrumconnect Consulting is a multi-award-winning UK public sector digital consultancy, positively influencing the lives of over forty million UK citizens. We bring deep expertise in agile delivery, digital transformation, and platform engineering across central government. With a team of over one hundred and twenty-five professionals — more than forty percent of whom are women — we are committed to building inclusive, diverse teams that reflect the communities we serve.

The Role

We're looking for an experienced Delivery Manager Lead to guide delivery across one or more teams on a UK public sector programme. You will make sure delivery is well planned, coordinated and continuously improving, and that services meet the GDS Service Standard.

At SFIA Level 5 you'll lead other delivery managers, work with senior civil servants and act as a recognised leader in agile and lean practice.

Key Responsibilities

● Lead delivery across multidisciplinary agile teams, and support and coach other delivery managers.

● Plan, forecast and report on delivery, and manage risks, issues and dependencies across teams.

● Work with senior civil servants, product managers and programme teams so delivery matches business objectives.

● Support teams through discovery, alpha, beta and live, and prepare for GDS service assessments.

● Drive agile and lean practice and continuous improvement.

● Manage governance, assurance and approvals to government standards.

● Coordinate suppliers and cross-team dependencies.

● Spot and fix blockers and inefficient ways of working.

● Build healthy, high-performing teams and run team health checks.

What We're Looking For

Essential:

● SC cleared or SC eligible.

● Proven experience delivering services to the GDS Service Standard and the GOV.UK Service Manual.

● Experience supporting service assessments across GDS phases (discovery, alpha, beta, live).

● Proven experience as a Delivery Manager at SFIA Level 5, including leading or coaching other delivery managers.

● Strong understanding of agile and lean delivery methods.

● Experience managing risks, issues and dependencies across multiple teams.

● Experience working within government governance structures and with civil servants.

● Strong planning, forecasting and reporting skills.

● Excellent stakeholder management and communication.

Desirable:

● Experience in central government departments.

● Familiarity with the Government Digital and Data (GDaD) framework.

● Experience managing multi-supplier delivery.

● Agile delivery certification (for example Scrum Master or SAFe).

● Experience supporting cyber security or data programmes.
