Seven Resourcing is working with Borough of Bexley Council to recruit for a Local Education System Leader to work in their Education and Inclusion Services.
To provide strategic and professional challenge, support and advice to schools, setting and
childminders to nurture high quality leadership and improve outcomes for all children, pupils and
To provide strategic oversight, co-ordination and leadership of the Early Years team ensuring
successful outcomes for children and young people within childcare and early years settings as well
To support in narrowing the achievement gap for all pupils and specific underachieving groups.
To be directly responsible for the performance of maintained schools and, indirectly but on behalf of
the Council, academies or organisations, ensuring an upward trajectory of outcomes for children and
To be responsible for the accurate and high quality delivery of educational statutory services to all
schools and MATs, including safeguarding and statutory testing responsibilities.
To support and collaborate with the Head of School Improvement to ensure that all educational
organisations that provide educational services to Bexley children are good or better overall. To
ensure that they are strong and improving institutions and provide good value for money.
To be a significant contributor and driver of the Local Authority strategy for traded services with and
improving schools and trusts and the wider Children's and Young People's Improvement Plan.
Duties and Responsibilities:
To work in partnership with school leaders to evaluate provision and strategically plan support for improvement, enrichment or learning that can be offered by Bexley.
To have an overview of the progress and performance of schools and other educational settings with a specific focus on childcare and EY's settings, reporting to the Head of Service, including the analysis and interpretation of school and trust performance data, using this to create and drive strategic plans for improvement.
To be innovative in response to challenges as well as driving ideas that ensures that Bexley becomes a forerunner and leader in new initiatives an ways of thinking about improving outcomes and experiences for children, young people and the wider workforce.
To take rapid and decisive action in relation to poorly performing schools, identifying and delivering a recovery response and recommending when Bexley should use its intervention powers and ensure that alternative structural and operational solutions have been thoroughly considered.
To contribute towards the wider Bexley Educational Improvement Service Strategy for school improvement and trading, taking responsibility for key actions in order to continuously move both areas forward.
To continue, through professional development and research, to build new areas of expertise in pedagogy, approaches to teaching and learning, provision and leadership and management and to deliver these to the EIS team and schools within Bexley and beyond.
To keep under review and develop the strategy, structures, procedures and working methods for which the post holder is responsible to ensure an integrated, effective and efficient approach to the delivery of services.
Qualifications: Graduate or equivalent status with a background appropriate to the appointment of a Senior Leader within schools. This would include service as a Head Teacher or Head Teacher/ Head of School, Deputy Head teacher or Head of a large faculty or Key Stage.
Qualified Teacher status Ofsted accreditation as a school inspector
Experience: Experience, knowledge and understanding of the theory and practical application of centre, setting or school improvement and effectiveness; knowledge and understanding of effective leadership and management for improvement.
Successful experience in raising pupil attainment and standards and
managing change with a focus on early years education
The proven ability and qualifications necessary to work with and gain the respect of colleague's CEOs, Head Teachers, Teachers, Governors and Officers of the Local Authority in order that challenge, advice and support can be given and accepted.
Up to date knowledge and understanding of current developments in
Inclusion, including a thorough knowledge of the curriculum,
assessment and self-evaluation.
The proven ability to use data and other information to monitor pupil
performance and raise standards.
Knowledge and understanding of theory and practice in raising pupil
achievement, especially with regard to, target setting and trust and
A clear understanding of what constitutes and contributes to effective leadership, teaching, learning and provision.
A proven knowledge and full understanding of the current context in
which OFSTED operates in early years childcare provision and settings, schools and trusts, and the ability to develop the service within that setting.
Knowledge and understanding of school and trust governance and
related constitutional issues. Knowledge and understanding of the personnel processes that applies
to the management of staff within schools and trusts.
The ability to lead a team and financially manage aspects of a service.
Demonstrate a total commitment to equality of opportunity and
inclusive practice in early years provision, schools and service delivery, with a clear understanding of the issues underpinning this.
A competent user of ICT
Ability to work flexibly and adapt to the different working arrangements of schools and the LA
The ability to plan, operate and monitor a business or improvement plan for an organisation.
The ability to act in line with:

The ability to form effective, collaborative and professional
relationships with all colleagues and clients to ensure that partnership and challenge are well balanced and appropriate.

productive partnerships with all the relevant partners, including those in e.g. education, health, social services, Independent and voluntary sectors.
English Language Requirements for Public Sector Workers:
– Ability to speak with confidence and accuracy, using accurate
sentence structures and vocabulary.
– Ability to choose the right kind of vocabulary for the situation in
hand without a great deal of hesitation.
– Ability to listen to customers and understand their needs.
– Ability to tailor your approach to each conversation appropriate
to the customer, responding clearly even in complex situations.
Compliance: Up to date HCPC registration and DBS.
Travel: Clean UK driving license with the ability to commute to and from work independently.
Hours: 37.5 hours p/w.
